RESUMO

During World War II, President Franklin Delano Roosevelt (1933-1945) re-oriented the North-American foreign policy towards Latin America, in order to establish new approaching strategies. This interpretation was known as the Good Neighborhood Policy and overcame its earlier strategy, called the Big Stick Diplomacy. The Big Stick was a plethora of violent principles whose results were progressively ineffective in the face of the new challenges that international community was on the verge of facing, especially with the rising of the Fascist regimes in Europe. These totalitarian regimes tried to expand their political, ideological and economic influence over the South American countries. Through profitable diplomatic, commercial and business agreements, Italian and German airline companies foresaw in the South American markets a promising future and antagonized the ambitions of their North-American competitors. The latter companies pursued the expansion of their branches throughout the continent, traditionally considered under their area of influence. After overcoming the former pattern, the United States began to distinguish itself in multilateral negotiations, ultimately justified by the Pan American Summits that took place in the name of the safety within the Western Hemisphere frontiers. From this frame, many developing programs were created in exchange for the settling of military bases throughout the continent as well as stimuli (in this case, with some secret agreements) to their own civil aviation companies. These airline firms would eventually interfere into issues such as modernizing and un-Germanizing the aircraft business in South American, in general, and, particularly, in Brazil, establishing a virtual monopoly in the civil aviation market.
