RESUMO

This study was accomplished in the city of São Paulo, aiming at identifying the difficulties, which independent groups of garbage pickers who deal with selective collection face to be included in the program of selective collection of the local government of the city of São Paulo. The city of São Paulo generates 16 thousand tons of residues daily. The program of selective collection of the local government of the city of São Paulo selects less than 1% of the above-mentioned residues monthly. The independent groups of garbage collectors collect through the city, informally, 39 thousand tons of residues per month, which represents 10 folds of what is selected by the program. The information which the study is based upon, analyzed focusing on public policies, was obtained through bibliographical research, of the legislation that regulates the actions of public authority and the discipline of collection and final destination of the solid residues, the screening of groups which deal with collection, the interviews with different segments involved in the selective collection, and the completion of the application form of 13 groups that met the pre-requisites set forth. The application forms completed by the garbage pickers contained direct questions used in interviews or multiple-choice questions. The data obtained from the answers to these questions enabled to recognize the form of the organization and the management of the groups, the period of their existence, the main difficulties, the form of administration and division of the obtained resources, the number of the participants, the safety conditions of the job, the relationship with other groups and at last the interest of these groups in participating in the selective collection program of the local government of the city of São Paulo The main difficulties indicated by the groups refer to the lack of proper space to sort out, separate, bale, and keep the collected material, as well as lack of financial resources and the support of the government in promoting the enterprise. Considered advantages in participating the program of the local government: The possibility of having trucks financed by the program, proper physical space, the possibility of bigger number of people working and legalizing the activity. The study showed that the local government disposes through legal means the amplification of the existing program, in which implementation of new selection centers and inclusion of greater number of garbage pickers are already foreseen. After analyzing all the data, it is recommended: -The creation, by the local government, of mechanisms of integration; participation and involvement of the garbage pickers in the selective collection programs; -Establishment of norms that ensure the participation of the municipal secretariats and, the development of campaigns that move the population to participate in the selective collection and appreciate the garbage collectors job.
