RESUMO

Improving the public service, not only regarding attending the citizen but also the goals reached through the implementation of Public Policies, is a great challenge for the administrators at all levels in the Government. The Electronic Government represents a Management pledge to use Information Technology (IT) intensively, aiming at the government administration effectiveness and transparency enhancement and changing relation paradigms from a command-control structure to an interactive cooperation between the government and citizens, companies, suppliers, civil society and other governments. It is important to highlight that the potential benefits of Electronic Government are accompanied by costs and risks which must be carefully balanced and monitored in order to make the most of investments, resulting in a positive perception by society. This research proposes a multiple criteria model for Electronic Government projects prioritization in which the scope is Government electronic services to Citizen - G2C (initiatives dedicated to citizens and companies). The model proposes the use of Balanced Scorecard (BSC) in the context of Multiple Criteria Decision Aiding (MCDA) in the phase of problem structuring. Once the BSC does not aim at preferences modeling, it was necessary to adapt its concepts to integrate the decision model. To illustrate the model application some simulations were carried out using the MCDA PROMETHEE method in two different decision scenarios
