RESUMO

This research seeks to identify the converging factors towards environmental governance in Brazils sugar cane agribusiness dependent territories, in view of the trends of expansion of the cultivating areas, as a result of the internal and external demands for the ethanol in substitution to fossil fuel. This work has been organized in three major blocks. The first block analyses the national panorama of the sugar cane industrial sector, in face of national and international strong expectations in the adoption of renewable energy matrices. The second block studies the urban and regional dynamics of the sugar cane chain within the cities functional hierarchy, in order to enable an overview of the typified sugar cane agribusiness dependent towns. The third block focuses the building of a sustainable agenda for the sector, by acknowledging the outstanding role of the State concerning territorial planning, and the need to orchestrated articulation among public and private agents towards endogenous development, bringing into discussion the main challenging social environmental and institutional issues in allegiance to environmental governance policies for the sugar cane industrial sector.
