RESUMO

This present work focuses on management of transboundary waters in the context of public policies aiming at sustainable development. Topics as legal and instituional aspects that support the management of water in ponds hidrografic border were used for studying the case of the Apa River Basin, situated between Brazil and Paraguay. It was identified that there is a potential for conflicting due to Apas water use. Particularly, such conflicts occurred due to environmental problems that also have impacted its tributaries. In this context, the general aim of this paper is to assess the extent to which political and institutional differences related to the management of water resources, Paraguay and Brazil, undertake the management of transboundary waters in the watershed Apa, from the qualitative and comparative assessment of the prospects of building the management of water world cross-border, in Paraguay, Brazil, and in the Basin of Apa, according to the hydropoliticies overall, the state of the art of governance of water in Brazil, Paraguay an Basin of Apa, actions and experiences made in South America, and the agremment on cooperation for sustainable development and management of shared River Basin Apa. The results can be used to analyze and find solutions to encourage the integrated management of transboundary water resources by the network of cooperation in orde to implement water governance in transboundary water bassins.
