RESUMO

On a review of Development Administration, this essay brings a description of a Public Administration experience with popular participation in a small Brazilian municipality called Ronda Alta. The main aspects in this study are related to: 1) the historical context of this experience; 2) the leading political culture; 3) its implications on the political behavior of Ronda Alta s inhabitants; 4) relating data in terras of a radical democracy approach; 5) its impact on administration. Using a questionnaire about political culture which were answered by college students from 10 to 21 years old, a profile was drawn of this municipality values taking finto account that family is the most important formative institution. Interviews and field observation were done intending to register the practice of Local Goverriment and how inner management sees popular participation and which are its answers. Finally, one concludes toward an updated approach of Development Administration suggesting that when there is such a change in political, social and economical environment it is consequential a democracy and it is argued that Public Administration plays an essential role in it, meaning structure that supports there changes.
