RESUMO

This research is the result of an interest in knowing and analyzing the new Brazilian hydro resources management, proposed by the Política Nacional de Recursos Hídricos (Hydro Resources National Policy), in 1997, substituting the former Código das Águas (Water Codes) of 1934. Focusing on the decentralized and participative management of the hydro resources, with the participation of the Public Domain, the users and the civil society, the Federal Law n 9.433/97 establishes that the watershed is the fundamental territorial unit to the implementation of the Política Nacional de Recursos Hídricos (Hydro Resources National Policy), as well as to the accomplishment of the Sistema Nacional de Gerenciamento de Recursos Hídricos (Hydro Resources Management National System), aiming the attainment of a public policy that respects the divergences and singularities of the social, economical and environmental sceneries of the watershed. This research doesnt deal only with relevant legislation or guidelines established in the Federal field or in the State of Minas Gerais, but it also deals with a case study about the Mata Stream Watershed, which is located at the north hillside of Belo Horizontes downtown. This study also features the attainment of the Rio das Velhas watershed committee, the Mata Stream watershed subcommittee and the Manuelzão Project.
