Gestão estratégica da criação do conhecimento nas organizações hospitalares: um estudo baseado na construção de protocolos médico-assistenciais

RESUMO

This study is embedded in the field of organizational strategies because of the approach adopted to investigate the management of knowledge creation. Health care services are faced with the constant need to incorporate knowledge because of the development of new technologies in the form of both innovative resources and health care models. Such conditions demand a systematic process of strategic and operational learning. However, organizational contexts interfere with management processes. Hospitals have been increasingly interested in using health care protocols as management tools because protocols incorporate new knowledge into diagnostic and therapeutic procedures. Therefore, this study investigated, by means of protocols developed by multidisciplinary teams, how the creation of a learning environment affected management capabilities and determined the strategic content of knowledge generated to support the sustainability of hospital organization. This qualitative, multiple-case study was carried out in two exploratory stages: one to assess the contextual dimension of the organization, and the other to investigate the strategic dimension by assessing internal perceptions. Of the several contributions of this study, we underscore the need to validate a common language to be used by the different health care workers, to develop competences to nourish the development of communities of practice, and, therefore, to create genuine learning environments. Barriers to change were restricted to dissatisfaction with information technology. At the same time, the development of management capabilities to integrate and combine high-performance resources by establishing different knowledge contents, such as the differential expertise required to develop health care protocols, was identified as a fundamental strategic element for the sustainability of organizations. This study also identified several opportunities for the development of strategic management projects and programs, and described an analytical structure that may be used in future studies to investigate all aspects of knowledge management
