RESUMO

The present dissertation, titled Democratic Management and Relation School Community: A Study about the Experience of Morro da Cruz / Florianópolis SC, analyses a principals election experience bonded with the democratic process, through an investigation of a Democratic Management of Education, which became effective from the relation between school and community, accomplished at Lauro Müller Elementary School in Florianópolis in the State of Santa Catarina. The field research led at Lauro Müller School and in the Maciço Central of the Morro da Cruz Forum (organization emerged from articulation among communities in the area, composed by seventeen community nucleus) , has as subjects the School Board and representatives of each school segment, namely parents, students, teachers and other school staff. The Forum coordinator, a community leader, the coordinator of the Forum Committee (actual and former) and the Secretary of Education in the State of Santa Catarina also took part in the process. The data was collected through observation, documents, interviews, questionnaires and analyzed with support of theoretical references, in order to verify the actors involvement, their mobilization, the relevancy, participation forms and levels in the school management. The data analyzed has been based, fundamentally, on the collective subject discourse methodology (CSD), trying to identify the thought of a collectivity, as it recovers the individual statements collected in a discursive and empirical manner. The results show that the participation of Lauro Müller School in the Morro da Cruz Social Movement reflects in the democratic process of School management, demonstrates to the community their advances and conquers, and also contributes to the strengthen of citizenships. It was evidenced that the articulation of the Forum with the School makes the community feel committed to the school management process. It was also evidenced how much this involvement with the Forum contributes to the guarantee and accomplishment of the democratic school management.
