RESUMO

In Brazil until few years ago the petroleum exploration and production were state s monopoly, with the opening of the market became necessary implements some changes, to create conditions to the national industry can survive in this new scenery. The objective ofthis work is to propose a model for petroleum fields management based on the examples with more success mentioned in the literature. After a brief dissertation about the technical stages contained in the exploitation phase, the paper describes the petroleum companies evolution, explaining why they changed from a functional model with emphasis just in the reservoir engineering, for a model based on multidisciplinary teams with business units. The work cover a varied range of topics, going from the cares with the new model implementation to how the teams aggregate value, select the opportunities, determine the risk and request budget. This work also describes a decision process methodology, using utility functions and multi-attributes theory, this approach presents in a logical and rational way other visions besides the financial risk. The application of this theory is illustrated through a current example in the area of petroleum exploitation. In a scenery of a field in deep waters with 100.000 bbl/day production potential, it is necessary to define the best production system between the following options: a Semi Submersible Platform, or a FPSO (Floating, Production Storage and Oflloading), or a TLP (Tension Leg Platform). The problem was structured considering the project technical risks and makes the analysis of the best development option taking in consideration the technological, safety, environmental and financial risks of each altemative
