RESUMO

Our object of study is the process of replacement of the authority institutionality by the liberal-democratic institutionality inside of Brazilian autocratic bourgeoisie State during the period of 1985 till 1990, this means, from the begining of the first civil government post Militar Dictatorship (Sarneys government) until the presidential elections of 1989 and the composition of the new government elected. In this period the politics transition process started still in the Militar Dictatorship finishes , with the distensionist project, reaching the top with the end of the militar government in 1985. However the civil government demanded a lot of initiatives that continued/overcame the institutional alterations started previously with the establishment of a new institutionality, by a democratic way, defined mainly by the Constitution of 1988 and confirmed with the presidential elections of 1989. Besides the own constituent process (1987-1988) and of the elections of 1989, we also point out like crucial moments of this period the maintenance of the Democratic Alliance under José Sarneys presidence, the peak and failure of Cruzado Plan between the years of 1986 and 1987 and the begining of an economic guidance more definitely neoliberal from 1987. Therefore, our object of study is called second transition devoted expression by the politics debates and by the literature academic. Called From Sarney to Collor: politic reforms, democratization and crisis (1985- 1990) our work is divided in four chapters, each one dealing with one of the fases, or conjunctures, of this stage. The chapter 1 is developed of the composition and begining of Tancredo/Sarneys government, in 1985, until the ministerial reform of February of 1986. This fase is marked by the implementation of the last reform in the authority institutionality inherited from the Militar Dictatorship. The second fase, dealed on chapter 2 starts with the edition of the Cruzado Plan, in February 1986 and finishes with its collapse, in the begining of 1987. In the chapter 3 we talk about the third fase, that developed during the year of 1987 and is marked by the constituent process and by the crisis conjuncture evolution to an hegemony crisis. Dealed in chapter 4, the last fase marks the victory of the conservative perspective in the creation of the new institutionality, which legal nucleus is the new Constitution, and its confirmation in the presidential elections of 1989.
