RESUMO

The present work aims at to demonstrate as two syndical central offices, Central Only of the Workers and Syndical Force, had developed action of formation and qualification from the reorganization of the world of the work and the appropriation of government securities (Deep of Support to the Worker). We analyze the developed conceptions and the practical ones of formation between 1998 and 2002, in the Paraná, having as estimated that such action could mean resistance or adaptation to the requirements of the capital. We detach, also, as, through the education the relation between State-company-unions if recollect, over all in the logic of the administration of government securities destined to the qualification of the work force, apprehending the contradictions of these partnerships and the weakness of the syndical fights. We analyze the characteristics, the principles and estimated that they guide the educative vision, especially as for the qualification, evaluating the position assumed for the action filed by labor union, ahead of the context of the professional formation; if this communal, of illusory form, with the idea of that the education is way so that the workers escape of the unemployment. We intend to contribute for the debate, being shown the main interventions of the action filed by labor union to form the worker for the job, in a picture where the unemployment grows and where the situation of the work is each more uncertain time. The used methodology is based on the use of bibliographical referenciais that turn on the thematic one, documents and interviews with the syndical leaderships filiadas the Syndical Central offices. The employed method of boarding is the perspective historical dialectic, that makes possible the understanding of the ways and process that had caused changes, correlating them with the perspectives that permeiam the debate on the social politics, as well as, the understanding of the historicidade of the processes simultaneously to its particularitities.
