Fatores intervenientes na formação de organismos de bacia: análise do processo de criação e atuação dos organismos de gerenciamento da Região hidrográfica da Bacia do Rio Jacutinga

RESUMO

With the goal to identify the main factors that interfere in the process of establishment of the management organizations of the river basin of Jacutinga river, in the west of Santa Catarina state, it has been studied the socio-environmental and institutional contexts of the basin, as well, the process of establishment and performance of these organizations, emphasizing the relantionship among the main actors involved. For that, it has been used documentary research, field visits, attendance of the process by the researcher during one year and a half, participation in meetings, and the realization of interview series with members of the organizations. The Consórcio Lambari - Intercities group of participative environmental management from the high Uruguay river in Santa Catarina state - has been strongly acting since 2001 in questions related to urban and household waste, and the matter of the swine wastes, the main pollution source of the basin rivers. The performance of this group is marked by the capacity of involving part of the society in the decisions and in the organization of many actions. Besides that, the Consórcio Lambari coordinated the formation of the Commitee of Jacutinga basin. Even this commitee has been created recently, its own mobilization and formation constituted itself a process to be analysed. Finally, the analysis confirms, in a certain way, the hypothesis that the level of problems related to the water and the socio-political complexity of the basin, together with the level of legal and institutional maturity, and the organization and mobilization society forms are the factors that affect the process. Besides the main factors, the study also shows the peculiarities of this process, some of its limitations, and advises some modifications in the composition of the commitee, as well future possibities of acting in both organizations.
