RESUMO

As the world heads towards the consolidation of a society of knowledge and information, it assumes a new social and economic profile. A deep change of values has occurred in this new scenario. But, although thrilling, this new world has a dangerous side: the marginalization of the individuals from the economic process. It brings disastrous social consequences, which increase with the endless creation of new technologies at a speed that forges a new kind of illiterate, not of the writing anymore, but of informatics and of foreign languages. At this moment, an important matter surfaces: the dissemination of the knowledge to the country side of the nation. The knowledge brought to the inner cities gives their citizens the possibility of moving forward with their own means, to fulfill their citizenship, and to dream of better days for themselves and their families. This dissertation aims at providing small city management with the understanding of how to create and implement public policies for the teaching of communication and information technologies. We chose the city of Bonito, in Pernambuco, Brazil, where the current administration has a project of creating in the city an environment favorable to the installation of a technology pool, with incentives to the installation of technology companies, so that an awareness of the importance of those technologies to the population emerges. Besides the technology pool, the administration program also includes teaching digital technologies to the children and free-access internet for the population. We made several trips to the city of Bonito, with the objective of following the implementation of the policies, and to know the local reality through meetings with many of the municipal administrators. There we got to understand the difficulties of this project. Finally, we made several interviews with the city representatives and the main political forces of the region, in order to get their opinions about the current administration, specifically on the technology pool and the digital teaching, and to ask them what they imagine as the future of the city of Bonito. We could verify that, even though not all policies proposed by the current administration have been implemented until the closing of this work, the local population and the political forces, regardless of orientation, understand the importance of the digital teaching. In other words, the project of the current administration has contributed to add the access of the population to the communication and information technologies to any government plan, regardless of political party
