RESUMO

The present study evaluates the capacity of third party management in the organizational, operational and sustainability aspects in a basic health emergency unit, in the municipality of Salvador, Bahia. The theoretical structure is based on the Public Management Reform and on Matus Triangle of Government. It is an evaluative study of a case, with a qualitative and quantitative approach, with the objective of pointing out problems and correcting the course of management. The indicator matrix was built based on the principles of integrality, resolubility and social control established by the Sistema Único de Saúde (unified health system), and the principles of transparency, flexibility and management autonomy which govern the new public administration. These principles support the option of adopting management models originated from the private administration in public services such as health services, considered as non exclusive of Public management with the possibility of being performed by the private sector for the public sector. The basic information was obtained through structured interviews with key informants and secondary information obtained through documental analysis and research. The results demonstrate the fragility in the organizational and sustainability aspects and a reasonable performance in the operational aspects by the third party administration organization. The results also give indications of non-fulfillment of the selected guidance principles. In this respect, the results indicate that an immediate intervention is necessary in order to overcome the administrative weaknesses, without which the long-term offer of health services and actions to the population by the Basic Health Units (UBS) will be jeopardized.
