RESUMO

The aim of this work is to evaluate the results achieved with the introduction of an individual water consumption metering system, as opposed to an old collective metering system, installed in low cost residential buildings supplied by the EMBASA - the State water supplier.The study was carried out in 15 buildings located in Salvador, Bahia. The research covered 3 aspects. Firstly, an evaluation of the consumption patterns after and before the introduction of individual water meters was carried out. This information was taken from the EMBASA commercial system for the 24 months previous to the installation of meters and the following 24 months. The study found that with collective meters consumption per apartment was 18m3 and that this fell to an average of 14m3 after individual meters were installed. The second aspect was the evaluation of the economic design perspective used in apartment buildings for the lower classes in Salvador. Two points were observed: the cost involved in changing the meter system and the expected economic gain from the reduction in the water bill and sewage which is a percentage thereof. The result demonstrated the economic viability of such changes considering the short payback time of 3 years and that the benefit was greater than the interest rate on a savings account. The third aspect was an evaluation of the perception of the users with respect to individual metering through visits to 32 residents in the 15 buildings in the months of November and December 2009. The study also compared the opinions obtained to those of residents in similar standard buildings without individual metering in the poorer suburbs of the city. With the metering changes this study found that there was a 22% reduction in consumption in the apartments studied, a confidence interval of 95%. The qualitative research showed a high level of approval (95.2%) of the new metering among the residents of the buildings.
