RESUMO

The Brazilian government, in the federal, state and municipal levels, makes use of laws, programs and actions to promote companies and the entrepreneurship. These actions aim at promote companies and the entrepreneurship in order to stimulate local economic development. The municipal administration should analyze the real contribution of the existing actions, aiming at an effective management and application of the resources destined to the benefit of companies, and thus making use of actions that really meet the needs of the benefited companies. This works goal is to identify the real contributions of municipal promoting actions to companies benefited in the city of Chapecó-SC. The approach of the study is qualitative as to the problem under research and characterized as an exploratory research regarding its goals. As for the procedures, the research is defined as a survey. The population researched comprises 75 companies which have been granted 143 incentives / stimuli. Documental analysis and structured interviews carried out by telephone have been used as a tool to collect data. Over 8 (eight) years of administration, 1997-2004, 143 (one hundred and forty-three) incentives / stimuli have been granted to 75 (seventy-five) companies which took part in the process of demand and concession of benefits, being only 36 (thirty-six) companies contemplated, most of them micro or small-sized businesses. Out of 143 (one hundred and forty-three) incentives / stimuli, only 77 (seventy-seven) actions were valid, which were those that the 36 (thirty-six) companies actually received. The exemption from or reduction in the ISSQN (Tax on Services of Any Nature) was the incentive / stimulus that has produced the best results for the companies. The benefits generated to the companies are the reduction in the initial expenses / costs to the setting up of businesses; contribution to the creation of jobs; contribution to the production and sales increase; and growth and development of the companies. Out of the 36 (thirty-six) companies contemplated with the promoting initiatives, 47,22% (forty-seven comma twenty-two percent), i.e., 17 (seventeen) companies, declared that the initiatives have not fulfilled their needs; 25% (twenty-five percent), i.e., 9 (nine) companies, declared that the initiatives have met their needs only partially; and only 27,78% (twenty-seven comma seventy-eight percent), or 10 (ten) companies, declared that their needs have been fulfilled by the municipal promoting initiatives. Out of 77 (seventy-seven) companies, initially benefited from the promoting initiatives, only 10 (ten) of the contemplated companies are satisfied with the support they have been given, that is, less than 13%. The advantages were growth and development through tax and duties reduction; production and sales increase; and creation of jobs. The disadvantages were the bureaucracy to access the incentive / stimulus and the little reduction in taxes and duties. Critics and suggestions to the initiatives, connecting needs with benefits, point out that the municipal administration would have to invest on industrial areas equipped with all the infrastructure required to set up companies; reduction in or exemption from authorization fees, as well as from IPTU (Tax on Urban Realty) and ISSQN for the first 5 (five) years of the company operation; incentives and technical support for the companies able to export / enter foreign markets; and a body of professionals able to train, capacitate and qualify the managerial staff and employees of the established companies. Such promoting actions should prioritize segments of companies to which the municipal administration has technical, natural and environmental conditions to develop, focusing on the allocation of resources for few companies, thus rendering the investments effective to the public administration and sufficient to the benefited companies, with a frequent evaluation of the benefits generated to the businesses and their counterbalance to the city. The Municipal Administration of Chapecó-SC can count on resources and invest them to promote local companies. Such actions vary according to every administration, and the municipality does not list and analyze the results, benefits generated to the contemplated companies.
