Estimativa de custos da poluição atmosferica e sua incorporação na analise economica de projetos de transporte coletivo urbano

RESUMO

In the last decades, the environmental issue has been a frequent concern in some knowledge fields. However, despite the fact this subject is so widely spread out, practical actions do not correspond to the attention it deserves. The example of the urban collective carrier projects shows how little the environmental costs are incorporated in its economical viability analyses. The aim of this work is to show, by means of a case study, how costs of environmental impacts can be included in these analyses. In order to de that, a bibliographical survey has been done considering the economical trends that deal with the valuation of the environmental costs and the methods related to them. It was also done a research, at BNDES ( Brazilian National Bank for Economical and Social Development) and at World Bank, on the practices and the methodologies related to their financing requirements. In the chosen case study (High Capacity Transportation System, in Curitiba), it is verified that, despite the concerns with the environmental impacts, there was no attempt for incorporating these impacts in the analysis. For the incorporation of environmental costs, particularly of those related to the atmospheric pollution, this work uses the methodology developed by IPEA (Institute for Economical Applied Research) and ANTP (Brazilian National Association for Public Transportation). This methodology makes possible the quantification and the monetary evaluation of some impacts related to traffic jams, inc1uding them in the analysis of economical viability of the case study
