RESUMO
This dissertation examines the fono, the content and the dynamics of the relationship between the Brazilian State and its mining activities in the period between 1930 and 1945. Initially a historical reconstruction is used from the Colonial Times until the period that is the subject of this research. This period is marked by the establishment of industrial capitalism in Brazil and by the construction of advanced forms of a national, capitalist and burgeois Brazilian State. For the mineral sector this period represented its legal, administrative and industrial establishment. A double process of articulation was investigated: on the one hand the articulations among the social groups and the State agents and on other hand the articulations among the diferent state agencies, thus determining an internal dynamics. It is possible to conclude that in this period there was a substantial progress in the Brazilian mining activities: it was given its political value and a juridical and administrative framework; it was consolidated under the managerial point of view; the basis of the country s geological knowledge was broadened and there was a marked increase in mineral production
