Erva-mate: potencialidades locais e inovação tecnológica do processo produtivo em área de fronteira do estado de Mato Grosso do Sul

RESUMO
The present work is aimed to investigate the origin of the herb sector production and how it is manifested in the context of the border region of Southern Mato Grosso state in the identification of the technological characteristics in the phases of cultivation, extraction and industrialization, as well as, its capacity of innovation in such segments. The fundamental importance point was to know about the nature and the characteristics of the relations established among the units in the productive and industrial process of the activity related to herbs. The methodology had a qualitative-quantitative character and the investigation starting from the social environment (inductive method) was taken into account. The results of the field research delineated a reality with little progress of technology in the cultivation and extraction phases. In the areas where there was predominance of native herbs they were found to be associated with the cattle raising activity what contributes for a low productivity figure. In the areas of cultivation the rates of technology were considered insufficient for the aimed levels related to the activity, nevertheless, it has a strong appeal of sustainability when carried out in an agricultural-forest way. The industry acts in the phase of betterment of the cycle of crumbling (parching, drying and grinding) in the industrial cycle (packing and differentiation of the product), presenting in those productive processes low technologies aggregated, but they have the local role of being dynamic, providing jobs and earnings. In the herb sector it was noticed that it is not articulated neither ready nor inserted in a competitive environment, it needs collective and cooperative initiative in order to gain experience in the market, financial support, public policies which encourage deep studies of the productive chain and research such as the genetic improvement one, quality and diversity of products and the opening of the market. It was concluded that the herb-mate is an element of integration of the regional culture, and, therefore, it is goes beyond the frontiers, which provided the opportunity of the building and the strengthening of the territories and it can be a support point for improving the activity and promoting the local development of the cities in the south of the state. Furthermore, such potentialities can be awaken together with the feeding of public policies towards the strengthening of the productive chain of herb-mate.
