RESUMO

This thesis investigates the memories and experiences of two generations of dwellers on Florianópolis outskirts, where the growth has been followed by an increase in poverty spaces in the last decades. The research with the social actors here analyzed allowed to see the mechanisms that operated the chance of the sociability relations among the residents, and in their urban life insertion practices, which transited, along the period, from the collective organization (when they constituted the homeless movement) for the improvement of their quality of life to the individual strategies. The premise is that those two generations experiences could be better understood if analyzed in the articulation of the local level with the public sphere of the city. For that, Florianópolis recent urban development, the production of its poverty spaces and the consequent conflictive dynamics, as well as the perception of the residents of their spaces were analyzed, taking as reference the categories from which that space was historically been elaborated by them. In this process, they built an action language, in which the community category was greatly central. The investigation was developed by means of a methodology based on interviews and mainly from the direct observation carried out along the research and extension activities as university professor. In relation to the first generation, the thesis evidences how the memory re-signifies in the present the experiences of political participation lived in the past. The analysis shows how that re-signification is related with the displacements in the political sense, which are connected with the changes in the conditions of life of the dwellers and the new symbolic place occupied by Florianópolis peripheral locations. Concerning the second generation, the investigation demonstrates to which extent that generation differs from the former in its way of insertion in the world of the city, examining both the range of possibilities open to them and their projects and choices. Whereas in the past the first generation developed intense associative practices, with the new generation the devaluation of the collective spaces of articulation and the weakening of the sociability ties were realized in the community local plan. Their life trajectories, which had in common the participation in socio-educative projects, revealed a differentiated insertion both in the work market and the life of the city, which becomes quite evident when compared with the other youngsters of the neighborhood, who cope with unemployment and the dynamics of violence. The participation in socio-educative projects and the admission in training to begin working, in addition to offer distinct integration with the life of the city, make them to develop new bonds in the community. In such context, the strengthening of the local bonds, when true, may be understood as resistance to a more and more individualized social insertion.
