Entre a universalidade e a particularidade : desafios para a construção de direito a saúde de transexuais

RESUMO

In 2004, Brazilian State Department of Health has institutionalized its interest in ensuring health actions to specific populations historically set apart of political process: gays, lesbians, bisexual, transvestite and transsexual people. It was created a Technical Committee (CT GLTB). With the objective of building political actions according to these segments needs and desires, in 2007 occurred the National Seminar of Health of the Population GLBTT. This dissertation is an analysis of the discussions that took place at this seminar, one occasion of the process of decision making about the paths that health policy must take and which actions have to be executed to assure right to health of transsexual people. The text focuses on drawing connections between formalities of Brazilian health policy and emerging contents from multiple interpretations of this policy when transsexualities are in the core of the debate. Different meanings given to health policy are constructed in a context of conflict among diverse perspectives that concur to define the courses state actions must follow. The dissertation presents discourses of professional people involved with the field and discourses of transsexual people. It analyses tensions on the debate on meanings of universality and particularity (or difference) that are (re)produced according to the subjects who speak of these concepts. Such tension is found, specially, in the question: for whom is to be guaranteed public services of health care when the principle of universality, the conscience of the impact of asymmetric relations of power on healthdisease process are present and, at the same time, there is a reality of lack on public resources? This text translates an analytical effort to comprehend different routes criated to consolidate the citizenship of transsexual people, routes that are difficult to ride on and which limits are, many times, on the same instruments used in attempt to build transsexuality as a political category.
