RESUMO

Three papers discuss various issues related to the contents supplied by Brazilian media firms. The first one, Advertising and Growth (Publicidade e crescimento econômico), revisits the Principle of Relative Constancy PRC, that advocates a regularity in the aggregate advertising spending vs GNP ratio. A simple static model is proposed to discuss this regularity, and the applicable literature is revisited, and its evidence are discussed in the light of the suggested model. The second article, Censorship and program rating: a conflict revisited (Censura e classificação indicativa: um conflito renovado), examines possible outcomes of both forms of contents control, when compared to the free provision of television programming and to the supply of public television. From a law &economics perspective, we address the preferences of a benevolent regulator and the strategic use of contents control, with a focus on recent discussions held in the Brazilian Congress. Finally, the paper Technological convergence, market concentration, and the provision of DTV programming in Brazil (Convergência de serviços, concentração de mercado e implantação da TV digital: o caso brasileiro), discusses the dispute between broadcasters and mobile telephony providers in Brazil, regarding the supply of audiovisual contents to cellular phones. Possible outcomes in regulation currently being discussed in the Executive and the Congress are briefly examined and the strategies of the relevant players are put in perspective through a simple game model.
