Engenharia financeira do Pronaf: Reflexões sobre os arranjos adotados

RESUMO
Throughout the last ten years, the Brazilian Credit Program for small farmers - PRONAF has been implementing public policies aiming at increasing the standards of quality of life of rural families based upon sustainable development; increase of production capacity and furtherance of new jobs and income opportunities. The agricultural credit provided by PRONAF has become a solid governmental action and represents an effort to enhance the access of the poorest small farmers to the credit policy. The objective of this paper was to verify the implementation success of the program, by raising the number of families accessing credit at the same time reducing the federal budget disbursement per farmer receiving economic subvention. For that purpose, a map of institutional evolution was created as well as the application of the resources was properly analyzed. As a result, PRONAF has, by of one its most representative modalities cost coverage, decreased the relative share of the most costly source for the Brazilian Treasury. Meanwhile the Program has extended the use of the banking liability source non subventional. Least but not last, the government has also reduced the banking spread of the main financial institution that runs PRONAFs line of credit.
