RESUMO

The present Doctorate thesis analyses the importance of energy in question related to the sovereignty of the states and it does so by presenting the concepts of sovereignty, development and their interrelationships with energy. Our analysis has a its starting point two international oil crisis, the one that took place in 1973 and the other one that took place in 1979 respectively, when the OPEC was "cartelized" with the subsequent embargo, pressure on the supply of oil and a concomitant and unprecedented high rise in the oil price. The experience of the oil crisis, especially the one that came from the second crisis, made the states review their energy and demand or to the market and international flow. To carry out a thorough analysis of the already mentioned policies we set out to analyze the Brazilian and the Japanese cases by presenting the measures taken by both countries to diminish the external dependence on energy and improve the security on supplies and, therefore, keep their sovereignty. In Brazil, the National Program of Alcohol- Proálcool stands out, besides other programoEven though the Proálcoolwas known worldwide, it had its survival at stake. In the Japanese case we have a consolidated program created to commit itself with medium and long-term results which allow a better strategy to equate supply and demand, investment in research and development on alternative sources. The external dependence on energy at its different levels as seen in the Brazilian and Japanese cases presented serious consequences throughout the crisis in the 70 s, Nowadays, however, the conjectural aspects that triggered the crisis as well as the background of it don t have the same features anymore. The society, the economy and the existing world inter-dependencies have put the magnitude of the concepts of national sovereignty and energy security at stake and have decreased the possibility of a reoccurrence of the same problem that haunted the international relation and the relation of the flow of energy decades ago. It is in the actual context that we conclude our work in which question like national sovereignty, supranational powers, the weakening of the OPEC versus the strengthening ofthe countries nowadays reunited in blocs, the importance of the guarantee of the strengthening of energy in importing countries and access to international markets by the energy-exporting countries. These questions, besides others, are discussed in the conclusion and recommendation sections of the present thesis
