RESUMO

The Federal Constitution of 1988 propelled and formalized the decentralization process, and then, cities started to have a more significant role in public administration, organizing and providing public services of local interest. So, the effectiveness of the acts from the local government regarding the provision of education, health, habitation, services of relevant social interest for the improvement of the population s quality of life, are linked to the efficiency in the management and applicability of these resources. The decentralization has enabled, also, a greater participation and involvement of the population, which started to be partner and supervisory agents of the public administration in providing these rights. However, the available pieces of information about public expenses and result indicators are treated separately, and the difficulty in establishing comparative analysis between the variables complicates the effective evaluation of the efficiency in providing public services. It is extremely necessary to evaluate the principles of efficient allocation, distribution and effective application of the public resource, in the sense of developing policies that widen the utilization of these services by society, as well as in the evaluation of the social management of the municipal public power and enabling the population s access to information. In this way, the social indexes and indicators have been widely used by social sectors because of their capacity of summarizing important aspects about the living conditions of people and evaluating changes that have occurred over time. Although a tendency of creating synthetic indicators capable of summarizing information in a single index, contemplating several themes (among them, socioeconomic aspects of human life, such as quality of life) has occurred in the last few years, these indexes have not taken into account the performance of other cities. Seeking to fill this gap, the Index of Quality of Life Promotion (IQLP) has been proposed. The indicators try to reflect reality, and are powerful reflectors of the perceived phenomena. So, through the IQLP, a synthetic index, it is possible to denote the efforts of the municipal managers convergence, in the many aspects of the Quality of Life, such as education, health and habitation, showing the existing disparities between the regions in the State of Minas Gerais. Specifically, it was aimed to analyze the efficiency in the allocation of public resources destined for education, health and habitation in Minas Gerais; creating the Index of Quality of Life Promotion (IQLP) from the relative performance approach for the State of Minas Gerais; and characterize its cities, through the creation of performance-by- quality-of-life groups in the State. For this, secondary data obtained from IBGE, DATASUS, INEP,IMRS and STN, from the 2000 and 2004 periods, were utilized. The data were operationalized through the Data Envelopment Analysis, correlation, averages test, and clusters analysis. The results point to a lapse of efficiency in the allocation of resources in Minas Gerais cities. It was also observed that in Minas Gerais there has been a decrease in the cities capacity of generating quality of life in 2004, when compared to 2000, measured by the IQPL. It confirmed the existence of inter and intraregional disparities, generating the need of the creation of a new grouping of quality of life in the State; groups with "high performance", "average performance" and "low performance". It is expected that this study may help public administration in decision making, concerning the allocation of public resources seeking to improve the populations quality of life.
