EDUCAÇÃO AMBIENTAL E CIDADANIA: O EXEMPLO DA POLUIÇÃO DO AR EM RIO GRANDE

RESUMO

This research had as the objetive, through the dialogic action proposed by Paulo Freire, understand what is the air quality conception to the participants of this research and how the Environment Education can contribute to the emergency of participative spaces in the public administration. The appropriated methodological reference for this was a participative research. Two moments of educative pratice, were built wich allowed the construction of the corpus of this research. Initially semi-open interviews were made with the inhabitants of the following neighborhoods: Santa Teresa, Barra, Vila Militar, Vila Santinha, Hidráulica, Centro, Getúlio Vargas, Salgado Filho, Navegantes e Trevo. The participants of this first part of the research were previously selected througth Sistema Único de Saúde (SUS) data, considering the criteria of frequency of internenment (three times a the year during the period of 2002 a 2005) for respiratory diseases as asthma, bronchitis and sinusits. The interview had main questions as: Is there pollution in your neighborhood or city?, Who measures the air pollution?, What is the acess to these results?, Who has the responsibility for episodic terms of air pollution? What suggestion can be pointed to change this problem? After establishing this panoramic view about how the participants feel the air pollution, selected two were neighborhoods to make meetings to discuss the proposed subject. The methodological proposal the Círculo de Cultura proposed by Paulo Freire. For the analysis seen that the concept of air quality, built during this period of educative practice was based in a quantity criteria wich include since the respect to the natural environment going through the right of all industry worker to be protected from problems caused by bad conditions in the environment. The construction of the educative practice based in Freires proposal allows today to affirm the existence of disinformation in the arguments of the participants of this research for the questions of diligence of the problematic air pollution. But, I alert that this is not so intense as the distance of the dimension between the individual action and the collective one.
