Do poder pÃblico para a agenda local: estudo sobre a construÃÃo de polÃticas pÃblicas de comunicaÃÃo, com Ãnfase no Ãmbito municipal, a partir da experiÃncia da cidade de Camaragibe, em Pernambuco




The starting and the arrival point of this piece of work has found their main items in an experience that was essentially related to practice, in the city of Camaragibe, sited in the metropolitan region of Recife (in the state of Pernambuco). The propelling element was at the Social Communication Department. More than just a description and an evaluation of the project developed, this research contents theoretical elements, from the Public Sphere of Habermas in a way that could provide us the gazing upon the governmental communication; in order to achieve a broaden understanding. Interviews with included subjecteds, from a great variety of roles, are an important part of the methodology applied so it could give support to the survey of the data. From the local, it was tried to reflect also the universal; above all, communication was seeing as a process, full of symbols and instruments with a permanent action upon daily life. A public heritage, a theme of collective interest based on the construction of public politics of communication; which shows us two characters: the Civil Society and the State. There are enough indications to defend the inclusion of the communication in this subject that guide lines the population and its government. Communication as a right and as a necessity is the key part that permit to feasibly the yearned changes of human being. And the Governments have their role to perform, especially because of the new national and the world-wide scenarios. A new public sphere may arise from the presented context, through the presented meetings that include communication redrawn the relationship between the State and the Civil Society
