RESUMO

The main propose of this dissertation is to analyze whether Olindaâs organizational actors are able to recognize the importance of their configuration in the creation of a network which aims to (re) construct Olindaâs cultural public policy. This shall be accomplished by first contextualizing Brazilâs public policies from its dawn as a country to the 1988 Constitution, then by observing cultural public policies, social participation as the foundation of Olindaâs cultural public policy, and lastly, through network approaches. The research â which is qualitative in nature - works with organizational governmental and non-governmental actors, directly involved in Olindaâs public policy (re)construction process. Data was collected through directive interviews, direct observations and documental research, which allowed for the use of data triangulation in order to better understand the analyzed phenomenon. As a result of this research, it was possible to prove that Olindaâs organizational actors do identify the importance of their participation in the creation of a network which aims to construct Olindaâs cultural public policy, although such network hasnât yet been totally formed
