RESUMO

This case study deals with the phase of an interorganizational project in which the processes and equipment for an alternative energy source were developed. In this project, which was sponsored by the United Nations, the technological development activities, carried out under contract by foreign firms, were coordinated and evaluated by a Consortium made up, for the most part, of Brazilian government enterprises. This study describes the projectâs division of labor and coordination mechanisms and seeks to identify the reasons which led to their adoption. Qualitative methods were used for data collection and analysis. Data, collected by review of documents from project archives and by interview, were analyzed by a process of iterative comparison with theoretical models. The project structure was found to have taken the form of a functional network with centralized, although non-hierarchical, coordination. A rich array of coordination mechanisms were employed which included market mechanisms, contracts, bureaucratic controls, clan control, and a number of integrating instruments. This structure, as contingency theory suggests, appeared to have resulted from the requirements of: the specific task of technological development undertaken; the interorganizational power relations; size; and the complexity of the project
