RESUMO

This study takes as its object Health Councils, which are configured as a very rich, political, institutional and cultural phenomenon existing in Brazil over the past 20 years. The aim is to analyze the functioning of the Municipal Council of the municipality of a city of medium load of Bahia, comparing it with others studied in the country, bringing as a new element the analysis of power distribution in health, among the representation categories of the Health Council in the period from 2005 to 2008. The analysis is based on Testas classification (1992) and includes the study of the knowledge on management tools in health and the viability analysis of counselors performance in the daily exercise of power. Power is considered by many authors as the central category of analysis for the study of policies and the strategic thinking in health. The evidences were raised by the use of the strategy of single case study of exploratory nature, based on qualitative research done through the review and analysis of documents and semi-structured interviews with counselors. The obtained results showed problems in the concrete social practice, with negative repercussions on the legality and legitimacy of the studied council. It is believed that Counselors have difficulties in accomplishing the fiscalization and deliberative functions, since most members do not have knowledge on management tools. The existent asymmetry is evident among counselors in carrying out the technical, administrative and political power, since there is inequality in the specific knowledge in each area by counselors, which may interfere in the process of making decisions. The counselors exercise of power analyzed from the DOFA Matrix is done in the midst of strengths and weaknesses, many of which coincide with those described by other authors who studied councils in different parts of the country. It is pointed out that, although threats may compromise future operations, the observed opportunities are much greater, so that the first can be turned into the second ones.
