RESUMO

This case study evaluated the information availability and its use for social control by the Health Council of the Third Sanitary District of Recife. Previous research on health councils showed common obstacles to their performance, such as: no suitable information provision by public managers, difficulties in accessing health information, and lack of capacity for information understanding by users and health worker representatives. This study employed qualitative methodology by means of documental research and interviews with a sample of non-public manager counselors. It revealed convergences and divergences with some known previous studies. There was good information availability at the District, at the Municipal Health Secretary, as well as in the DATASUS systems on the Internet. The latter, however, were not being used by interviewees because they had no knowledge of them, insufficient capacity to understand them or even no interest for displayed information. Access was also sporadic due to the lack of a computer network infrastructure for entry into the Internet. Most of the user representatives, who were also community leaders, perceived the council as an overseer organization on the health rights of the community and saw themselves as local health network watchguards. There were few and sparse attempts at self-development and information acquisition outside their communities or beyond the council discussions at monthly meetings. There was a high degree of dependence on the district and a noticeable preference for discussing immediate and extremely focused issues. User representatives blame this on the use of technical language by the district which caused difficulty in information understanding, thus preventing further inquiry and debate
