Diretrizes para implantação da governança de TI no setor público brasileiro á luz da teoria institucional

RESUMO

The IT area has become crucial to business for support, sustainability and growth, but the pervasive use of information technology created a critical dependency of organizations on IT, requiring a focus on IT Governance. Despite the recommendations of internal and external control agencies of the Brazilian Federal Public Administration, few initiatives are structured to deploy IT governance in public sector organizations, making it clear that changes do not happen by simply issuing a rule or by some order of a control agency. To prove these facts questionnaire was submitted to the heads of IT structures of the main entities of the Federal Public Administration, aiming to assess the level of compliance with the recommendations of the Court of Audit and in order to identify the difficulties of implementation of IT Governance in the Brazilian Public Sector, a bibliographic search of the concepts of Enterprise Governance, IT Governance and Management of IT was done and no conceptual differences were found in its application in the public or private sector. The difference is in how those responsible for governance react to institutional pressures to which they are exposed. In the private sector the focus is on leveraging of financial results and in the public sector the focus is on meeting standards and legal requirements. Thus, in an environment where the prevailing cultural values and myths have been built on decades of public bureaucracy, the legitimacy of the recommendations becomes the determining factor for successful process improvement projects, the basis for implementation of IT Governance. In this context, the institutional theory, by means of coercive, mimetic and normative isomorphism, best explains the difficulties of implementing IT Governance in the Brazilian public sector, pointing the need for the legitimacy of decisions as a safeguard against questioning of control instances, what slows down changes and innovations as operational IT staff gradually incorporate it into their culture and institutional values. The result of this research was a set of guidelines for implementing IT Governance in the Brazilian public sector, in a sustainable manner that considers the cultural and environmental characteristics as well as the quest for legitimacy in the decisions, based on institutional isomorphism. Moreover, these guidelines considered the different levels of maturity in the areas of IT in the Brazilian public organizations and the strong influence of control agencies in determining patterns of behavior of agents in the areas of IT.
