RESUMO

The objective of this paper is discussing the concept of rights to a city through the empirical studies of an irregular allotment built in the 90s Jardim Felicidade north zone as a reflex of the production in São Paulos outskirt, though the occupation of hands without popular organization, at globalizing ages. The concept of rights to a city can be summarized in the conquest of an environment built of adequate socially quality, from the elaboration of new conception of the urban, with citizenship and part of the gestion in mundial city. Through this concept it was intended to rescue the conception of housing with the meaning of living and governing the city. The topics selected for the debate of the concept of rights to a city on the chosen territory were: the right to a decent housing, and a territorial identity; the right to a (new) urban sociability and the right to the utopy. The teorical perspective adopted enhanced the analysis of the spheres in subjectivities and quotidian, considering the macro structural references. The methodology chosen intended to exercise the complementarity between the quantitative and qualitative perspectives, making its use in primary datas, secondary datas, statistical sources, as a factorial analysis, interviews, which helped a lot in approaching the reality. From the analysis of the rights to a city, in Jardim Felicidade, we concluded that the peripherical standard of the growth in São Paulo city is not completely used up, but presents new specificities from the 90s. The new peripherical lands, are characterized by a built environment marked by a deep unurbanism and segregation, informality of work, accepting their own house built as the only alternative for their shelter, dignity and citizenship notion. Living n this vulnerability zone makes harder the establishment of links and roots, of an identity with their land and their city. The lands are peripherical and hiperperipherical, not only for showing housing in risk areas, damaging a lot the environmental and social conditions, but also by the fragilization and vulnerabilization of the current sociabilities in the area. The current sociabilities on this segregated land, reveal the different ways of suffered living ethic-politics that insert the residents at the same land from different forms in the vulnerability zone. In the studied area, we could identify three kinds of current sociabilities: fragile-solidary; religious-neighborhood, and occupational-recluse. The analysis leads us to think the obstacles to the construction and practice of a new urban sociability as a condition to a conquest for the rights to a city. At last, we present the individual and collective wishes showed by the residents, in a general way and in each the three kinds of built sociabilities. The difficulties of emergency in contemporaneous uthopies dont exclude completely the dream of classical citizenship conquest, not practiced in Brazil yet. Reaching the classical citizenship is important but not sufficient to the conquest of the right to a city. Followed this, we explored the possibilities of new experiences that contribute to the political fight for the new citizenship through the strengthening of a public espace to create meeting places local or general in the city that could move the current sociabilities and the captive wishes of the residents direct to a quotidian living, more democratic and participative. This is the start point to challenge the imagination of a happy-city and reach the new urban way of life, to reconquest the plenitude of housing as a fundamental principle that makes possible to reach the public happiness in a world every day a little more global
