RESUMO

The thesis has as its object of study the economy and society of the state of Rio Grande do Norte and analyzes the economic dynamics and the process of urbanization in this region occurred in the period 1940 to 2006. Despite this period delimitation, the analysis took as its starting point the process of occupation of the Potiguar territory in order to demonstrate the origins of the economic structure and social relations of production that were built there. It was emphasized that the evolution of the process of urbanization was the product of the action of social subjects (merchant capital) with limited conditions and interests in the development of more modern and advanced productive forces, which contributes to restrain the expansion of the industrial capital and inhibit a more diversified urbanization. With these purposes, the sustained argument is that, as being part of an underdeveloped region the majority of the merchant capital fractions upon the other economic and social agents conditioned and determined the urban and economic structure and dynamics of the State. However, it should be noted that both the Northeast region in general, as the Rio Grande do Norte State in special, have undergone substantial changes in the period dating from mid-1940 to recent years. These changes began to occur more impetuously from the 1960s, when the federal public action acted more strongly in the Northeast, through SUDENE, encouraging the extending the presence of industrial capital, contrasting or associating it with the merchant capital. Under the point of view of the urbanization process of the State, factors external to the national and local economy (as the Second World War, for example), exerted strong influence on the State. Despite the importance of the referred intervention for regional and Potiguar development, merchant agents and the regional oligarchies maintained their reproduction spaces assured by the pact of domination made by the national elites, as the increased presence of industrial and state capital did not create barriers to the reproduction of the merchant capital and the preservation of its political power. In addition, the industrial capitalist development was not enough to absorb in its dynamics the majority of Potiguar population, given its fast growth and the poor incorporation of the workforce in the most dynamic sectors of the economy of the State. Moreover, we emphasize that in the Northeast in general and in Rio Grande do Norte in particular the pace and power of penetration of industrial capital in their production, urban and economic structures and dynamics, were insufficient allowing the maintenance of the domain - in important economic activities - of the merchant agents in the new socioeconomic and political context that was produced
