RESUMO

In the last few years, electric power quality monitoring has been object of attention of electric utilities, in order to meet rising consumer expectations and growing demand. Among the quality parameters, electric power continuity stands out, because it affects productive processes and leads to consumer dissatisfaction. The aim of this paper is to present the development of a device for registering electric power interruptions, which is installed at the entry point of a consuming unit to facilitate monitoring, calculation and local indication of outage duration and frequency, accumulated monthly. Thus, it is possible to follow-up those data on a permanent basis. The main advantages of the proposed solution rely on low cost and simplicity of operation. The installation of this device will allow consumer to check the quality of the electricity supplied regarding continuity aspects, start and end dates and times of outages, as well as verify possible violations of the standard indicators. On the other hand, the electric utility can evaluate the reliability of its continuity indicators checking system, and measure the performance of its electric system through real mensuration of those indicators. Finally, the regulatory agency will be able to evaluate the quality of the information rendered by the electric utility. Three prototypes were designed and tested in laboratory. Soon after, the devices were installed in circuits of CEB Distribuição S.A., the data were registered for statistical studies, and confronted with the values calculated by the information system of the company, and then the differences were analyzed. Considering that short duration outages (less than 3 minutes) can be as harmful for modern equipments as longer duration outages, they were also registered and their relevance to the electric system were evaluated, demonstrating the need of regulation.
