RESUMO

The main focus of this research was the analysis of the local development unchained through the access the information allowed for an action of digital inclusion to the information technologies and communication, using itself of free software as strategy for viabilização of exactly. The experience of the Telecentro installed in the quarter of the Moreninhas, the first one of this nature in the State of Mato Grosso do Sul was boarded Searched, moreover, to understand the mechanisms of the call digital inclusion, its linking with the development and ways to promote it, as for example, the use of free software. Importance was verified it and impact that the installation of the Telecentro caused in that environment providing to those people a space for research and contact with an inaccessible universe of information for its social condition, as well as, the expectation and possibility of attainment of one used, or improvement of the current one.
