Desempenho competitivo do estado de São Paulo e da região sul do estado de Goiás na produção de cana-de-açucar

RESUMO

The sugar cane is an important activity which generates energy and with high capacity to link many sectors of its economy. After a plenty of prohibitions and challenges faced by the sector in the two last decades, such as the Pro-alcohol project, the success of the car with alcohol engine, the beginning of the exportation of sugar for the private sector, the deregulation of the sector and more recently the development of the car flex fuel, the culture of the sugar cane presented a significant expansion to new areas and, due to all these points, a considerable increase of the production, besides the innumerable investments in the sector. The sector is extremely important not only for the São Paulo agro-business, region considered consolidated at the production of sugar cane, but also for the other states in expansion and the national agro-business. The growth of the area destined for the culture of the sugar cane raises questions on the real competitive potential of the new regions which can produce. As the agricultural border for this activity is the center-west, the advance in this region is extremely important for evaluation of the prospection of this economic activity. In the consolidated region some factors had been identified that define the competitiveness of the sector and characterized a referential matrix of competitiveness. The referential matrix defines with prominence, namely, greater importance for the competitiveness, the following factors: 1. Control of the production cost; 2. Productivity (ATR/ton); 3. Preparation of the soil for planting; 4. Choice of the variety; 5. Co-generation of energy; and 6. Average distance of the property until the plant. After defined the referential matrix, the competitive performance of the consolidated region and the region in expansion were evaluated (south of the Goiás State) by the factors defined in the matrix. It was observed that, at the consolidated region, the challenge is the evolution of the technologies in the industrial sector, since the majority of the plants is installed for decades and they need adaptations frequently. For the region in expansion the challenge is the infrastructure questions of the region (logistic canal) and the structure of staff (quality and amount of man power)
