RESUMO

The study of incorporated case, here related under systemic perspective of the institutional theory, reappraises and contextualizes projections in the early 80 s about the possibility of underground water catchment from Guarani Aquifer, originally known as Botucatu Aquifer, opposed to the superficial catchment system from Tibagi River. The research has helped explain the process of institutionalization of Guarani Aquifer in the water supply system of the cities of Londrina and Cambé, northern of Paraná state. The catchment from Tibagi River, the main alternative in consideration, has brought about great controversy due to the pollution of the water and the political clout that constituted scenery of asymmetrical information and opportunisms (adverse selection and moral hazard). Taking the Tibagi System as a unit of incorporated analysis, the methodology included comparative analyses, with profitability calculus supported by the cost-benefit factor of the analyses of both studied systems. The conclusions unmyth and do expose the Guarani Aquifer as the most viable alternative, as technically as economically, because of its self-sustainability. It is evidenced here that the interruption of the researches and the abandonment of the well drilled in 1979 postponed the institutionalization of Guarani Aquifer in the region. The study, besides providing better understanding about the true reasons behind the postponement of this solution for a long period of twenty-five years, still signals the need for a serious revision of the catchment process of Tibagi Project in its second phase.
