De deficiente a trabalhador: reabilitação profissional na perspectiva da pessoa com deficiência - um estudo de caso.

Vocational Rehabilitation Programs for people with disability have been considered important, contributing for their insertion in the labour market. On the other hand they are targets of criticism due to this kind of practice, being some times authoritarian, paternalist and segregational. An analysis of such programs reveals importance because of this ambivalence that follows the dynamics developed within the Institution. We considered the clients view of great priority in this analysis. So, this research proposes a comprehension of the practice developed in an Institution that performs a Vocational Rehabilitation Program, starting from interviews done with their former clients. Their opinions, critics and suggestions supported us, comparing the obtained data with document analysis and other interviews with the staff. Thirty-two clients have been interviewed, being twenty-two hearing-imparied, five with physical dysfunction and five mentally handicapped. For most of the cases of audictive dysfunction a sign interpreter was needed. The items discussed referred to their professional experiences; participation in the Vocational Rehabilitation Programs; entrance, staying and mobility in the labour market. For the majority of the interviewed clients, the Institution favored the acess and staying in the labour market. On the other hand, they questioned the length of the Program prefering something shorter, although understanding the need of a preparation to the entrance in the labour market, there are references to the little diversification of activities , or tiring activities used as training. They also mentioned the importance of counseling in relation to their personal and social aspects. The staff discussed the need of a variety of training activities and modalities for engaging in the labour market. They showed the need to review the performance assessment model used; they are concerned with the profile of workmanship required by the labour market and with the changes increasing in the world of work, in an era of globalization. Therefore it was concluded that the program has showed itself satisfactory in its proposals of favoring the entrance and staying of the people with disabilities in the labour market, although there are issues raised by ex clients and by the professionals of the institution that need to be reviewed, in order to offer better services.
