RESUMO

The aim of the present study is to understand the paradigms of urban planning and its administration, according to the experience of the Budgeting Participatory along the administration of both Roberto MagalhÃes (from 1997 to 2000) and JoÃo Paulo (2001 and 2002) and also the process of popular participation on the administration of the municipal district of Recife. We intend to raise the debate on the municipal planning and administration in Recife, questioning the adoption of old and new paradigms and their implications on the urban planning dynamics. When focusing on the urban planning patterns and its administration we highlight the correlative idea to the place of the Budgeting Participatory in those dynamics, observing the way the popular participation in the experience happened and happens. We make use of the notion of breaks and permanencies, discontinuances and heritages to focus on the approach of the experience of the Budgeting Participatory in Recife and its relation to the urban planning. We opt for a research focused on a methodology which compared the trajectories of the Budgeting Participatory in Recife since the administration of Roberto MagalhÃes (from 1997 to 2000) until the one of JoÃo Paulo (2001 and 2002). We discuss the Budgeting Participatory as the field of intentions and as the field of tensions,and regard to the dynamics of the popular participation in the administration of the urban planning with the aim of questioning the relation between the learning of participation and the challenges of the participative planning and moreover, the learning of governing and democratic governance, so that we can identify the current tendencies towards the municipal planning and its administration
