RESUMO

This thesis approaches MEC and MTE’s (respectively Brazil’s Education and Culture Ministry and Labor and Employment Ministry) vocational education policies developed in the 1990s. The analysis focuses on processes of formulation and implementation of those policies, observing their development at central, state and local levels. The examination of local level developments was based on the CEETPS/SP and PLANFOR/RS cases. Both policies are seen as strategies to face the problems created after changes that have taken place in the world of labor, specially in productive organizations, of unemployment and social exclusion phenomena as well as the acknowledgement of education as a strategic element for the promotion of competitiveness and development in the country. Within the scope of elements that have conditioned reformulation of vocational education in Brazil, the crisis and the transformation of the role of the state, which results in a new threshold for policies and therefore in a new institutionality for professional training. The work’s goal is to carry out a comparative and articulated analysis on both policies, observing similarities and differences regarding their conceptions, goals, guidelines and implementation strategies used, underscoring the role of distinct social actors involved in each case. This works seeks to approach questions such as: Which is the format/arrangement of vocational education in Brazil in the 90s? Which conceptions guide government policies for vocational education? Which are the possibilities, limits, and obstacles for each of them?
