Cultura e políticas sociais : uma visão a partir da cultura política

RESUMO

The thesis starts with the following question: why the cultural factors are not considered on the public policies? In order to do that, two traditionally separate strands in political science are reviewed and discussed: the culturalism and the institutionalism. These two strands are here treated in a lower level of analysis, connecting elements of political culture and public policy. The thesis aims to show the relevance of the study of cultural factors in social policies and broaden the academic discussion of culturalism and institutionalism. In addition it proposes a way to study empirically the impact of the political culture in public policies. In conclusion, the use of the Political Culture theoretical and methodological framework is proposed in order to implement more effective and efficient public policies. Besides improving the policies, this use of applied social science opens a new path for academic studies and even a new field of work for sociologists, anthropologists, and political scientists.
