Cultura e clima organizacional no TRF-5. RegiÃo : na perspectiva dos servidores da Diretoria Geral

RESUMO

Court Tribunal of the fifth region â in Portuguese, Tribunal Regional Federal â 5ÂRegiÃo â TRF, 5Âth Region, through a research to understand the organizational mood of the general board of directors whose base is in Recife, Pernambuco, Brazil. The theoretical study is grounded on the thoughts of Maslow, Herzberg and Bergamini, to analyse the motivational theories. It was also studied known experts like Sergio Alves, Schein, Fleury and Fischer to stablish the concepts of organizational culture and its effect. After contextualizing the TRF â 5Âth region inserted the judiciary power and inside the national public service, giving a retrospective looking at the beginning of the Brazilian , where can be detected a strong patrimonialist influence in its deep roots, in another words , a cultural amalgam whose repercussion has been felt to the actual days. By means of a vertical study on the motivational theories, it was tried to understand a little more about the functional motivation phenomenon inside an organizational universe. In fact, the New Public Administration, called in Portuguese the Nova AdministraÃÃo PÃblica whose acronym is NAP, has targed its focus to other functionalism paradigm, inclined to the competence of the assignment, the qualification and the harmonious functional among the peer groups. The use of the ethnography to base the research helped to give a better density to elaborate the physhical and cultural profile of the organization. Concomitantly the use of other evidence resources like semi-structured, anonymous and common interviews with specific civil servants. The interview had open and closed questions, besides that it was used documental archives. Through such methodological proceedings it was possible to have a triangulated research and at the same time to converge several looks to interpret the artifacts and myths. The analyse of the questionnaire is the buttres to point out possible dysfunctions to the board of general directors. At the same time, the research aspires to contribute to the academic debate and it also intends to subsidize the managing agents and their employees to have a searching knowledge of the organizational culture and the institucional climate. Such proceedings represents an important step to implement new institucional policies, where the new and the old manifest themselves in a heterogeneous way and the innovations are resultant of a globalised world lives concurrently with the old and rooted national and paternalistic bureaucracy . More than a group of rules, habits and devices â culture means the building of significances shared by the collective of people belong to the same social ambit, acting and interacting in a constant interrelation with the atmosphere around. The research, showing what it was registered, shows there is a strong lack of communication, an absence of a management policy for institucionalised people and a deficiency to valorize the work has been done by the civil servants, everything feeds a centralized, authoritarian, vertical and extremely bureaucratic culture, it causes a mood of suspicion, discomfort and disinclining
