Cuidar e educar:: avaliação do impacto de programa governamental sobre crianças e suas famílias

RESUMO

The paper initially describes the national and international organization practices related to the offer of services to children in their early childhood, specially regarding the concepts of child Education and child care. The institutional characteristics of the education services, as provided globally, revealed a series of general practices observed in several systems of child education. These practices provide enough differentiation to distinguish the child education services from the remaining stages of basic education. After that, the literature on evaluation proceedings of government policies, programs and projects has been discussed. By reviewing many scholars on their opinions about the evaluation proceedings and the reasons why to evaluate, it became possible to elaborate the theoretical and methodolocial basis applied to a case study. The case explores the impact of child education over an specific group This study finally presents a series of interviews made during 2008 with a group of education professional and responsible adults who are in charge of the children attending the City Unit for Child Education (UMEI Carlos Prates Danieel Miterrand). Six adults responsible for children that attend the UMEI since 2004 and six professionals working at the UMEI have been interviewed. Through the analysis of the interviews, it has been possible to evaluate the impact of the UMEI institution over the families that keep their children there. The impacts have been noticed on fields such as family budget and income, encouragement of good hygiene habits and on the education process. The data also revealed the extent of UMEI s influence over the chidren s cognitive development perspectives and access to culture and health. The study finishes making recommendations about the priority that should be given to the child care and the shift that educational policies should make towards the management of work and poverty.
