RESUMO

This research project has for studding objective, the predominate tendencies on general planning and educational planning in Latin America altrought 80 s economical crisis and effects on 90 s. This crisis, the longer lived by the group of Latin American countries, has the origin on the 50 s till 70 s economical model wasting., where was possible to watch the protagonism from the State on the latin american social economic development, has been hasty with the debt crisis. This crisis took the latin american government to start a serie of reforms and structural adjustments on the State, which, the social area and inside the education, is hardly hitten. On the same time, several educationals reforms are started with the objective of adapt the educational system, to the productives requirements, technologies and cultures. The emphasis of this reforms repressed, on the crisis context, on the way of education gestion, highlighting the decentralization initiatives. With the objective of analyze the decentralization, this research uses a perspective which highlight the rearticulation of relationships between the State, the Market and the Society, that change the role of State on the social area , and specially, the role of public planners , motivating, the search for new methodologies, new theoretical and concepts frame, and new action theories in relation the traditional ways of planning the education, considering the concernement in recover the governability and the legitimity.
