Criação de Municípios, eficiência e produtividade na provisão de serviços públicos locais : um estudo não-paramétrico

RESUMO

The institutional arrangement established by 1988 Constitution has encouraged the fast growth in the number of little Brazilian Municipalities. This work demonstrates that the Municipalities break-up in the 90s contributed to the reduction in local public spending efficiency. A linear programming methodology called Data Envelopment Analysis DEA was employed to calculate, with 1991 and 2000 data, relative efficiency and local cuurent spending productivity change indexes to 3.116 comparable minimum areas AMCs. After that, econometric methods were applied to investigate the determinants of those indexes. The results reveal that: (a) the efficiency is positively related to the size of the AMC due economies of scale; (b) per capita municipal tax revenues are negatively associated to efficiency, regardless at a lower degree in comparison with per capita lump sum intergovernmental grants; (c) AMCs which receive high royalty revenue share tend to be more inefficient; (d) newer AMCs tend to be less efficient and; (e) AMCs whose Municipalities took part in the 90 municipal district secession process have presented higher loss of efficiency than otherwise.
