RESUMO

This work intends to analyze the clientelismo concept and comparatively associate the clientelistas practices of the Primeira República period with the chaguismo period having as second plan the political scene of the west zone of Rio de Janeiro, more specifically, the quarter of Campo Grande and sub-quarter of Mendanha. The competition of the internal political forces and its organization will be shown, that will imply in many diverse strategies for the survival of the groups that had acted in this region. The Grupo Triângulo and the máquina chaguista, at different times, had used the clientelistas techniques to catch great number of voters and to impose the functioning of the reciprocity and loyalty principles that support the political game at its different times. The chaguismo will still count on the written media, element of basic importance to make its propaganda, coming back the attention of the population toward the accomplishments of their leaders in its localities, transforming them into future political agents who will perpetuate the functioning of the machine. As the Grupo Triângulo of the Velha República the chaguismo will create the group of the ODIA, of which the figure of the old councilman and state deputy Miécimo da Silva and its pipes of water will be analyzed, That pipes will stimulate his politic and would become part of the west zone folklore, marking the collective imaginary of the region, that transformed him into the main urban equipment supplier: water, light and transports, that will bring the progress for the region. To make the quarrel around the subject denser, an extensive bibliography regarding the institutions, gifts and the equipments used as currency of exchange by the local politicians was used, beyond the collection of data through half-structuralized interviews with the inhabitants of the region and with the son of the illustrious local politician Arthur Miécimo da Silva
