CONSULTAS CIUDADANAS SOBRE REFORMAS EDUCATIVAS: LA PARTICIPACIÓN DE ORGANIZACIONES DE LA SOCIEDAD CIVIL EN ECUADOR Y MÉXICO

RESUMO
ABSTRACT: In the field of educational policies, the lack of consensus on policy priorities, has proven to be critical for reform progress. Due to this, in recent times policy processes tends to incorporate instances of consultations with citizen stakeholders. Mexico and Ecuador provide recent examples of how different modalities of citizens’ consultations can be included in the debate about educational reforms. In both countries, OSCs had been invited to participate in recent policy initiatives. This article analyzes the contexts and essential characteristics of these consultations; the views of the participating OSCs on how their intervention are representative of the third sector, and if and how their views are taken into account by policy initiatives that seek to reform education.
