Construção e validação de mapa estratégico com ênfase na dimensão da aprendizagem e crescimento: estudo de caso em uma unidade de uma Instituição de Ensino Superior

RESUMO

This paper proposes the construction and validation of a Strategic Map (SM), with emphasis in the perspective of learning and growing, applicable to an unity of a private university with communitary characteristics, and based on Balanced Scorecard (BSC), contemplating its four perspectives: financial, of its clients, of its internal processes and of learning and growing. We used a qualitative validation and converged to a quantitative methodology denominated fuzzy logic. A theoretical review, focusing the strategic management and the deeping into the system of evaluation of performance called Balanced Scorecard, was used to fundament this paper. To validate the Strategic Map (SM), we used the diffusing logic, because it enlarges the relations of linear cause and effect and contemplates the relations in which everything depends on everything. This way, we significantly help the decisory process with the identification of prioritary elements for the construction of the map. In relation to the technical procedures, this research is classified as a Study of Case, because it presents the advantage of working with concrete situations, combining theoretical study with research. To evaluate the applicability of BSC system and the methodology of validation of SM, we elaborated a study of case that involved a private university with communitary characteristics, where we could conclude that the use of this method of construction and validation presented viability of adaptation for this kind of institution, and the unfolding in diverse perspectives as well. For this, we made adjusts based on the peculiarity of this environment. Other positive aspect of this study was the structure of the indicators in a balanced way, which facilitated the control, visualization and evaluation of the performance of the institution. Balanced Scorecard was based on the concepts of the relations of cause and effect, which seemed to be the ideal model, but we observed limitation in its construction, which was surpassed using fuzzy logic, working with less absolute categories, such as simultaneity and incidences. Fuzzy logic was really important in this study, because it is a tool of modern science, which provided us with resources that are not commonly used to solve organizational problems
